Kotabaru, S Kalimantan (ANTARA) - Kotabaru DPRD held a plenary session to discuss the Kotabaru Regent's speech on general policy for budget changes (KUPA) and priority of temporary budget ceiling (PPAS) for the 2026 fiscal year.
The plenary meeting was chaired by DPRD Speaker Suwanti accompanied by Deputy Speakers, and attended by Deputy Regent of Kotabaru Syairi Mukhlis, Forkopimda elements, members of DPRD, heads of SKPDs, and the invitees.
He hopes that the discussion by the DPRD will produce constructive input to improve the quality of governance, regional development, and public services that have an impact on the welfare of people of Kotabaru.
Syairi also urged all DPRD leaders and members to collaboratively review the substance of the draft KUPA and PPAS for the 2026 revised budget.
Based on initial discussion between the local government and the DPRD, the draft KUA and PPAS 2026 contains a projection of locally generated revenue (PAD), transfer revenue at Rp2,164,813,356,343, and other legitimate regional revenue at Rp250,000,000.

Neabwhile, the regional expenditure was planned at Rp3,663,443,058,973, consisting of operating expenditure Rp2,387,927,363,480, capital expenditure at Rp851,609,307,591, unexpected expenditure at Rp10,000,000,000, and transfer expenditure at Rp413,906,387,902.
The spending policy is directed toward fulfilling basic community services, strengthening poverty alleviation programs, and supporting the achievement of development targets as outlined in the Kotabaru's medium term development plan (RPJMD).
Net financing in the draft APBD for the 2026 fiscal year is planned to be Rp940,676,846,806, which comes from the previous year's remaining budget financing (SiLPA) of Rp947,176,846,806, and financing expenses in the form of capital participation of Rp6,500,000,000.
At the end of the meeting, the draft document was symbolically submitted by Deputy Regent Syairi Mukhlis to DPRD Speaker Hj Suwanti. Then handed over to Junaidi from the Gerindra faction for further discussion with the DPRD budget committee before entering approval stage.
